Saturday October 23rd, 2010 - Sohrab Solyemani, Director General of Prisons in Tehran claimed that prison officials are a source of hope for prisoners in Iran, adding that many of the difficult prison conditions have been resolved. Without making references to any of the numerous complaints by prisoners regarding prison conditions Soleymani stated: "The services rendered at the prisons in Iran are at such a level that the prison atmosphere has changed from unacceptable to an environment similar to a hotel. This clearly demonstrates that mercy has been institutionalized into our prison system."
According to media reports, in ceremony bidding farewell to retiring prison officials and welcoming new recruits, while ignoring the complaints by prisoners, particularly political prisoners at Rajai Shahr and Evin prison regarding the undesirable and regrettable prison conditions, Soleymani claimed: "The behavior and actions by prison guards in Iran are currently amongst the best in the world. Even though other parts of the world may provide prison guards with advanced equipment and hardware, the lack of empathy in their prisons has resulted in prisoners being more violent and incapable of reform."
Solyemani blamed the social institutions for repeat offenses and requested that they further cooperate with the prison organizations in order to improve the effects of reform while inmates are in prison. While ignoring the numerous reports regarding the beatings of prisoners at Rajai Shahr and Evin prison, Solyemani referred to the work by prison officials and workers as holy and claimed: "The discussion of violence and violation of prisoner rights has no relevance in our country. Pressuring prisoners and causing them physical harm is not practiced within the prisons in Iran."
Soleymani referred to the Department of Information & Security for Prisons as an example of an institution established to prevent prisoner discrimination. Soleymani made these absurd claims even though Parliament members were prevented from investigating prison conditions last year. With the exception of the investigation into Kahrizak prison, that led to its closure and was finally ordered by the Supreme Leader because it became a global scandal, to date the numerous complaints by prisoners to the judiciary regarding other prisons has been ignored. Soleymani also made no reference to the reasons behind banning all telephone privileges at Evin's ward 350, the lack of medical treatment for prisoners, and other restrictions that led to a group of political prisoners going on hunger strike a few months back.

مدیرکل زندان‌های تهران: زندان‌های ایران، هتل است و رفتارهای زندانبانان، بهترین در دنیاست

چکیده : "سرویس‌رسانی و خدمات‌دهی در زندان‌ها به گونه‌ای شده که از جو یک محیط بد به محیطی دست پیدا کنیم که آن را هتل می‌نامند، نشان‌دهنده آن است که واقعاً این‌گونه رفتار همراه رحمت، در سازمان نهادینه شده است. خشونت و ظلم در حق زندانی از زندان‌های کشور رخت بربسته و صدمه جسمی به زندانی و ایجاد فشار بر وی خط قرمز عمل در سازمان زندان‌های کنونی است."
مدیرکل زندان‌های استان تهران با بیان این ادعا که در حال حاضر مدیران زندان‌ها نقطه‌ی امید زندانیان هستند، بسیاری از مشکلات زندان‌ها در شرایط فعلی را حل شده دانست و بدون اشاره به شکایت‌های فراوان زندانیان از وضعیت زندان‌ها، گفت: “دقت در این نکته که سرویس‌رسانی و خدمات‌دهی در زندان‌ها به گونه‌ای شده که از جو یک محیط بد به محیطی دست پیدا کنیم که آن را هتل می‌نامند، نشان‌دهنده آن است که واقعاً این‌گونه رفتار همراه رحمت، در سازمان نهادینه شده است.”
خبرگزاری‌ها گزارش دادند که سهراب سلیمانی در مراسم تودیع و معارفه مدیران سابق و جدید زندان اوین، ضمن بیان مدعیات مذکور و بدون توجه به گلایه‌های پیاپی زندانیان به خصوص زندانیان سیاسی زندان اوین و رجایی‌شهر از وضعیت نامطلوب و تاسف‌بار زندان‌ها، همچنین مدعی شد: “در حال حاضر اقدامات و رفتارهای زندان‌بانی در ایران بهترین نوع آن در سطح دنیا است. هر چند در سایر نقاط ممکن است از امکانات سخت‌افزاری و تجهیزات پیشرفته در امر زندان‌بانی استفاده کنند لیکن عدم وجود عاطفه در زندان‌های دیگر کشورها باعث شده زندانیان آنها افرادی خشونت طلب و بدون اصلاح باشند.”
رئیس زندان‌های تهران همچنین تقصیر تکرار جرائم را نیز به گردن نهادهای اجتماعی انداخت و از آنها خواست با سازمان زندان‌ها هماهنگ شوند تا “اثرات تربیتی زندان” بیشتر شود!
وی همچنین بدون اشاره به گزارش‌های متعدد در خصوص ضرب و شتم زندانیان در زندان‌های اوین و رجایی شهر، ضمن مقدس دانستن کار مدیران و کارکنان زندان‌ها، ادعا کرد: “بحث خشونت و ظلم در حق زندانی از زندان‌های کشور رخت بربسته و صدمه جسمی به زندانی و ایجاد فشار بر وی خط قرمز عمل در سازمان زندان‌های کنونی است.”
سلیمانی به امکانات خدمت‌رسانی به زندانیان در زندان‌ها اشاره کرد و اداره‌های موجود در زندان‌ها از جمله اداره حفاظت و اطلاعات را ابزارهای خدمت به زندانیان برشمرد! و ادعا کرد وجود این ابزارها باعث جلوگیری از تبعیض بین زندانیان می‌شود.
ادعاهای عجیب مدیرکل زندان‌های استان تهران در شرایطی مطرح می‌شود که نمایندگان مجلس در یک سال اخیر امکان تحقیق و تفحص از زندان‌ها و بازداشتگاه‌ها را نیافته‌اند و شکایات متعدد زندانیان و بازداشت‌شدگان به دستگاه قضایی نیز تاکنون – جز در مورد بازداشتگاه کهریزک که رسوایی جهانی آن، باعث دستور رهبری برای تعطیلی این بازداشتگاه شد – به جایی نرسیده است. وی همچنین در خصوص علت قطع تلفن‌های بند ۳۵۰، نارسایی‌های درمانی برای زندانیان و محدودیت‌هایی باعث اعتصاب گروهی از زندانیان در ماه گذشته شد، چیزی نگفت
