Creative Broadcasting Mechanisms in the Absence of a Free and Independent Media In Iran

June 28th, 2011 - [Khabar Negaran Iran: Niki Rahjoo] In the absence of a free and independent media and widespread censorship, the questioned raised, is how journalists can effectively inform the public at large regarding current affairs. As a result of the systematic, extensive shutdown of daily newspapers, many reporters with access to accurate news and information had no means of disseminating the news amongst Iranian citizens.

This issue was of such vital importance in the daily lives of so many ordinary citizens that those with limited access to free and independent media, pondered upon creative ways to spread  important information with other members of society with little to no direct access to independent media outlets.

This article will touch upon a number of creative ways in which Iranian journalists have managed to circulate the important news in Iran to others. It goes without saying that ordinary citizens have also played an active role supporting journalists in the collection, reporting, analysis and dissemination of news and information.

The Birth of an Underground Press

In an era of extreme censorship where independent media outlets have been banned, underground, often single page newspapers have become one of the main tools for the dissemination of information.  These underground newspapers are published widely and distributed openly through a network of online opposition websites with the goal to inform as many people as possible regarding the current affairs and the activities of the Green Movement. The opposition websites often request that ordinary citizens print and distribute these single page newspapers within their respective communities and amongst those who have little to no access to online media outlets.

Upon the closure of many reformist newspapers, these single page newspapers posted on opposition websites, gained popularity and many were published using the same names as their banned counterparts. “Kaleme”, Etmad e Melli”[Saham News] and “Ghalam” are amongst the current, well known opposition media outlets.  “Kaleme” and “Etemad e Melli” [Saham News] were daily newspapers banned by the government of Iran belonging to Mir Hossein Mousavi and Mehdi Karroubi the leaders of the Green Movement.

“Khiyaban” a multi-page newspaper also published by anonymous journalists, was in circulation long before the single page newspapers became popular.  Khiyaban’s activities were reinvigorated as a result of the street demonstrations that ensued after the rigged, tenth presidential elections in June 2009. At the time, Khiyaban declared itself as the offspring of the revolution of June 2009 with the goal to disseminate information regarding the Green people’s movement to the society at large. Khiyaban’s first edition was published on June 19th, 2009, seven days after the controversial presidential election in Iran.

Citizens Arrested for Distributing Underground Newspapers

The single page newspapers published on opposition online media outlets cover the most important news of the day as it relates to the Green movement and have been printed and widely used on important days such as Student Day across universities in Iran.

The unfortunate killing of Haleh Sahabi while attending her father’s funeral and the details of the martyrdom of incarcerated journalist, political activist and nationalist-religious figure Hoda Saber after launching a hunger strike at Evin prison were also published by these single leaf newspapers, creating awareness amongst some citizens in Iran.   The manner in which information is collected, prepared, published and disseminated is completely clandestine.  These single page newspapers are much like the “pamphlets” that used to be secretly distributed to people’s homes at night, leading to many arrests and interrogations of ordinary citizens.

A journalist involved in publishing the aforementioned single page newspapers states: “Although I work for an official newspaper in Iran, a publication that somewhat opposes the current government, as a result of the heavy censorship, I am nevertheless, unable to publish the important news and current affairs.  This is mainly because we are restricted [by the government] from covering certain topics.  As a result, when it comes to these controversial topics, I collaborate with one of the banned single page newspapers and prepare reports and the news for them.  Our newspaper is released and distributed weekly. For instance, I recall once writing an editorial on the house arrest of the leaders of the Green Movement for one of these banned newspapers and we asked everyone to support us in the distribution and dissemination of this news. The government must understand that as journalists, many of us see our role first and foremost as reporting the news in a fair and transparent manner without taking sides.”

Although these single page newspapers are referred to as “newspapers”, as a result of the extensive censorship they cannot be published daily.  Many of the individuals working to ensure that these single page newspapers are published do so voluntarily. Even though they are not published on a daily basis, the goal is to ensure that the most important news regarding the current affairs in Iran are published and disseminated on a regular basis.

It is not uncommon to find one of these single page newspapers at the entrance to your house, or to find one in a taxi, left behind by the previous passenger – and this is how the news is read and passed on to the next person.  The banned, single page newspapers are also found in banks, parks and many public places.  In their own capacity and depending on the nature of their job, Iranian citizens all help in the dissemination of these single page newspapers.

There is a distinction however, between underground newspapers and online newspapers. In the absence of an independent media and given that a limited segment of the Iranian population has access to the internet these underground newspapers play a vital role, providing the public at large with accurate news and information. [translator’s note: some opposition media outlets such as Kaleme, that are mainly considered online mediat outlets, also provide their news online in the form of  single page newspapers specifically for the purpose of making it easier to print and distribute as an underground newspaper.]  Online newspapers have a long history. “Rooz Online”, for example is one of the newspapers that has been published online for years and now operates under the supervision of an editorial board.

Journalists Blog, Citizens Write on Bank Notes

These days it looks as though everyone in Iran is looking for ways to spread important information and news to others. Independent journalists play an important role as active bloggers disseminating important news and sharing information either under their own name or using a pen name.  More than any other segment in society, journalists are working hard to ensure the public is informed. They often share online news in the form of links or provide summaries of the important current events on their blogs.

Ordinary citizens also play an active role in the circulation of information and the news. This is often done by writing slogans on bank notes [toman bills] and on the walls of public buildings. “As long as there are no independent media outlets and we witness such widespread unawareness throughout our society, while unpleasant, strange incidents such as people dying for no reason occur before our very eyes, we will continue to use every communication tool at our disposal to inform our communities.  Whether through bank notes, or the white walls throughout our cities, our words and beliefs will be heard.”

Bank notes [toman bills] are one of the most widely used tools in circulating information.  Iranian citizen often express their opposition and make a statement by writing slogans and other important information such as dates for certain demonstrations on toman bills using a “green pen”.  The information written on bank notes is not limited however, to the demonstration dates. After the sudden death of Haleh Sahabi, her name and a brief description of how she died while attending her father’s funeral appeared on bank notes throughout Tehran.

Iran’s Central bank declared writing on bank notes illegal last year and an effort was made to collect all defaced bank notes. The project was cancelled however after a few months after it was determined that millions of bank notes had been defaced and collecting them all would be an impossible task at best!
Some bloggers stated that they will not only write slogans on the bank notes they spend, but also use smaller notes of less significant value to write slogans on and leave on the streets around Tehran.

Mahta a 20 year old student describes her experience writing on bank notes as follows: “During the Persian New Year, I decided to use the tradition that Iranians gift each other brand new bank notes for the New Year as a means to distribute information. I acquired a few packs of brand new 100 toman bills with much difficulty from the Central Bank, and began writing the important news of the day on each of them in red ink, leaving them in public places such as supermarkets, banks, parks, cinemas and hospitals.”

Mahta believes that people like band new, untouched bank notes and will therefore gladly remove them from the ground and pass them along to others. Like many others, Mahta is also playing a role in inspiring others to spread the news.

The dissemination of underground newspapers, writing slogans on walls and bank notes and blogging are only some examples of methods used to circulate information in the absence of free, independent media outlets in Iran.  Although far from ubiquitous, this form of information dissemination proves that even if all independent media outlets are banned by the government of Iran, it is impossible to stop the circulation of real news and Iranians will find creative ways to spread information and the news throughout their communities.

در نبود رسانه هاي آزاد و مستقل و تحت سانسور شدید، روزنامه نگاران چگونه بايد صداي خود را به مردم برسانند ؟ اين سوالي است كه در ذهن روزنامه نگاران ايراني پيدا شد روزنامه نگاراني كه مدام روزنامه هايشان تعطيل مي شد و نمي دانستند كه بايد چگونه اخبار و اطلاعاتي را كه به دست مي آورند ، به گوش مردم برسانند .

اين موضوع چنان ابعاد و گستردگي يافت كه مردم كوچه و خيابان هم كه تا حدودي به رسانه هاي آزاد و مستقل دسترسي داشتند با خود انديشيدند كه چگونه مي توانند اين اخبار و اطلاعات را با ديگر مردمي كه از اين اطلاعات به دور هستند به اشتراك بگذارند و سهمي در گردش آزاد اخبار و اطلاعات داشته باشند .

در اين گزارش به نمونه هايي كه اين روزها خبرنگاران ايراني از طريق آن حرفشان را به گوش ديگران مي رسانند اشاره مي كنيم. اما بايد بدانيم در اين ميان خبرنگاران تنها نيستند و شهروندان در كنارشان ايستاده اند چرا كه بدون حضور و كمك آنها اساسا اين راه به هيچ نتيجه اي نمي رسيد .امروز اخبار و اطلاعات تنها با كمك هر دوي آنها به يكديگر دست به دست مي چرخد .

روزنامه هاي تک برگی زيرزميني متولد مي شوند

روزنامه هاي زير زميني چگونه روزنامه هايي هستند ؟ اين روزنامه ها ، اين روزها يكي از ابزارهاي اطلاع رساني شده اند در زماني كه امكان اتشار روزنامه هايي مستقل كه اخبار را بدون سانسور به مردم برسانند تقريبا وجود ندارد .
اين روزنامه ها اغلب تك برگهايي هستند كه در آنها برخي از اخبار و اطلاعات مهم روز درج شده اند و در تعدادي ازسايتهاي اینترنتی مخالفان دولت به نمايش در مي آيند، اين روزنامه هاي زيرزميني از مردم مي خواهند كه در انتشار اخبار و اطلاعات به آنها كمك كنند و با تكثير اين صفحات و پخش كردن آن بين كساني كه كمتر به اطلاعات دسترسي دارند به گسترش آگاهي بين مردم ياري رسانند.

پس از توقیف برخي روزنامه های اصلاح طلب در ایران، روزنامه های تک برگی که در صفحه های کوچک آ-چهار پرینت گرفته می شوند در وب سايتهاي خبري بيشتر شد. روزنامه هایی که برخی از آنها اسم روزنامه های توقیف شده را يدك مي كشند .
معروف ترین این روزنامه ها اکنون کلمه، اعتماد ملی و قلم نام دارند.کلمه و اعتمادملی روزنامه های متعلق به موسوی و کروبی بودند که توقیف شده اند.

روزنامه چند برگي" خيابان" نيز از مدتها قبل از اين روزنامه ها انتشارش را آغاز كرد. دست اندركاران تهيه خيابان نيز كه همچون ديگر روزنامه هاي تك برگي افرادي ناشناخته اند .تولد خود را همگام با جنبش خياباني مردم ايران آغاز كردند و در معرفي خود نوشتند :« اين روزنامه، به علت ضرورت خبر رساني در سطح ، و با جنبش انقلابي خرداد 88 تولد يافته است. آري "خيابان" را مي توان فرزند جنبش انقلابي كنوني دانست.»

اولين شماره ي اين روزنامه 29 خرداد 1388، يعني 7 روز بعد از انتخابات پر مناقشه رياست جمهوري ايران، منتشر شد .

بازداشت افراد به خاطر توزيع روزنامه هاي زير زميني

این روزنامه های تک برگی که شامل مهم ترین خبرهای روز به خصوص در حوزه جنبش اعتراضي سبزاند ، توسط روزنامه نگاران تهیه و در فضای وب در سایت های مخالفان قرار داده می شوند .در مناسبت های خاص مثل روز دانشجو هزاران نسخه از این روزنامه ها در دانشگاهها توزیع شد.

همچنین خبر درگذشت هاله سحابي وچگونگي در گذشتش در مراسم تشييع پيكر پدرش ومرگ هدي صابر روزنامه نگار و فعال ملي – مذهبي به دنبال عوارض ناشي از اعتصاب غذا در زندان اوين نيز از طريق همين روزنامه هاي تك برگي به گوش تعدادي از مردم رسيد . همه مراحل تهیه خبر، آماده سازی و انتشار اين روزنامه ها کاملا مخفیانه است .در واقع اینها شب نامه هایی به نام روزنامه هستند. تاکنون دهها نفر به خاطر توزیع همين اوراق بازداشت و بازجویی شده اند.

يكي از روزنامه نگاران دست اندركارتهيه اين روزنامه ها مي گويد : « با اينكه در يك روزنامه رسمي ايران كه تقريبا مخالف دولت است كار مي كنم اما وقتي اتفاق مهمي در كشور مي افتد ، عملا در روزنامه ام به خاطر حجم بالاي سانسور نمي توانم واقعيت را بنويسم. چرا كه اصولا ما حق ورود به برخي از حوزه ها را طبق نظر حكومت نداريم . به همين خاطر با يكي از روزنامه هاي تك برگي همكاري مي كنم وبراي شان گزارش و مطلب تهيه مي كنم .روزنامه ما هر هفته تهيه و توزيع مي شود . مثلا يادم مي آيد يك بار ويژه نامه اي را در يكي از همين روزنامه ها درباره حبس خانگي رهبران جنبش سبز منتشر كرديم . از همه خواستيم در تكثير آن ياري كنند، گاهي خودمان هم در اين كار فعال مي شويم يعني هم مطالب روزنامه را آماده و هم توزيعش مي كنيم . بالاخره حكومت بايد بداند كه يك روزنامه نگار در هر حالي وظيفه اصلي اش را فراموش نمي كند و وظيفه واقعي ما هم اطلاع رساني شفاف و بدون موضع گيري است .»

با اينكه اين روزنامه هاي تك برگي نام روزنامه را بر خود دارند معمولا به خاطر محدوديتهاي شديد و از آنجا كه به صورت داوطلبانه منتشر و تكثير مي شوند . توانايي انتشار هر روزه را ندارند اما با اين حال نام روزنامه را برخود گذاشته اند چرا كه اخبار و اطلاعات مهم كشور را پوشش مي دهند .

برخي اوقات وقتي در خانه ات را باز مي كني مي بيني كه يكي از اين روزنامه ها به درون خانه ات افتاده و يا وقتي سوار تاكسي هستي مي بيني كه مسافر قبلي روزنامه تك برگي اش را براي ديگري به جاي گذاشته است. در بانك و يا پارك و مكانهاي عمومي ديگرهم معمولا پرينتي از اين روزنامه ها به چشمت مي خورد . هر كس بر اساس شغل و موقعيتي كه دارد اين روزنامه ها را پخش مي كند .

روزنامه هاي زير زميني و اينترنتي البته تفاوت هاي قابل توجهي دارند و نبايد روزنامه هاي اينترنتي را با اين شكل از روزنامه ها اشتباه گرفت چرا كه اين روزنامه ها در نبود روزنامه هاي مستقل و در زماني كه اندكي از مردم به اطلاعات و يا حتي فضاي مجازي دسترسي دارند منتشرمي شوند وگرنه روزنامه هاي اينترنتي در فضاي مجازي سابقه اي طولاني دارند .روز آنلاين يكي از اين روزنامه هاي الكترونيكي است كه سابقه سالها انتشار دارد و اكنون زير نظر شوراي سردبيري اداره مي شود .

وبلاگ نويسي روزنامه نگاران ، اسكناس نويسي مردم

اين روزها انگار هر كسي به دنبال راه چاره اي است تا حرف ونظر و يا اطلاعات مهم كشور را به گوش ديگري برساند .روزنامه نگاران بيكار نمي نشينند و از همه قابليتهاي فضاي مجازي براي اطلاع رساني استفاده مي كنند . آنها وبلاگ مي سازند وبلاگهايي با اسامي خودشان و يا نام هاي مستعار .آنها هر آنچه را كه به عنوان يك روزنامه نگار به دست مي آورند با بقيه مردم شريك مي شوند . آنها در شبكه هاي مجازي هم سعي مي كنند وظيفه اطلاع رساني شان را انجام دهند و مروري كوتاه بر اين شبكه ها نشان مي دهد كه روزنامه نگاران بيش از هر قشر ديگري خبر و لينك اخبار روز را با ديگران به اشتراك مي گذارند . اما مردم هم بيكار نمي نشينند آنها همواره راه هاي ابتكاري خود را دارند همانهايي كه امروز به شهروند -خبرنگار معروف هستند . اسكناس نويسي و شعار نويسي يكي از راه هاي آنهاست .

يكي از شهروندان تهراني مي گويد :« تا وقتي رسانه آزادي وجود ندارد و مي بينم كه همسايه و همكارم از اوضاع و احوال كشور بي خبرند در حاليكه درست بغل گوشمان اتفاق هاي عجيب و غريبي رخ مي دهد و انسانها جانشان را از دست مي دهند از هر وسيله اي براي اطلاع رساني استفاده مي كنم . خواه اين وسيله اسكناس باشد و خواه ديوارهاي شهر . اينها همه رسانه اند اين روزها .»

یکی از مهم ترین روشهای مردم حداقل پس از انتخابات دو سال گذشته كه حرف و حديثهاي زيادي را به دنبال داشت، اسکناس نویسی بوده است.آنها روی اسکناس ها شعارهای خود را با ماژیک سبز رنگ می نویسند و تاریخ تظاهرات ها را نیز از همین طریق و با نوشتن روی اسکناس ها به یکدیگر اطلاع می دهند.البته اين كار فقط براي اعلام مسيرهاي تظاهرات نيست مردم براي ديگر اتفاقاتي كه افتاده نيز از اين روش بهره مي گيرند . مثلا بعد از درگذشت هاله سحابي اسكناس هايي را ديديم كه روي آنها نوشته شده بود هاله سحابي و يا سحابي ها و بعد با جملات كوتاه چگونگي مرگ وي را شرح داده بود .
سال پیش بانک مرکزی ایران اعلام کرد این کار خلاف است و همه اسکناس های شعارنویسی شده را از سطح جامعه جمع خواهد کرد.اما بعد از یکی –دو ماه از این کار منصرف شدند چرا که تعداد اسکناس های شعارنویسی شده را میلیاردها عدد براورد کردند كه جمع آوری آنها کار ساده ای نبود . همچنان اسکناس های زیادی با شعارهای روی آن بین مردم رد و بدل می شود.

چندی پیش تعدادی از وبلاگ نویسان اعلام کردند که فقط شعارهایشان را روی اسکناس هایی که خرج می کنند، نمی نویسند.بلکه بر تعدادی اسکناس های خرد که ارزش مالی کمی دارند،شعار می نویسند و به جای خرج کردنش آن را در کوچه و خیابان روی زمین می اندازند.

مهتا دختري 20 ساله و دانشجو در اين باره مي گويد :« در ایام عید نوروز از این سنت مردم که به یکدیگر اسکناس های نو عیدی می دهند،الهام گرفتم و با زحمت زیاد از بانک مرکزی چند بسته اسکناس یکصد تومانی نوگرفتم و با ماژیک و خط خوش روی همه آنها خبرهاي مهم را كه هر روز پيش مي آيند مي نويسم و بعد این اسکناس ها را در مکان های عمومی مثل فروشگاه، بانک،پارک، سینما، بیمارستان و ... روی زمین مي اندازم. »

او مطمئن است مردم از اسکناس های تازه خوششان می اید و با علاقه آن را از زمین بر می دارند و نگه داری می کنند و شاید هم به یکدیگر هدیه بدهند.مهتا مطمئن است كه به اين وسيله نقش كوچكي را در اطلاع رساني ايفا مي كند .

انتشار روزنامه هاي زيرزميني، شعار نويسي ، وبلاگ نويسي و اسكناس نويسي تنها چند نمونه از روشهايي هستند كه در نبود رسانه هاي آزاد و مستقل در گردش آزاد اطلاعات و اخبار به كمك مردم و روزنامه نگاران آمده اند .هر چند به شكلي محدود و كوچك .اما همه اينها نشان مي دهد كه جلوي انتشار اخبار و اطلاعات را نمي توان گرفت حتي با توقيف روزنامه ها و محدود كردن انتشار شان
